This tutorial assumes you have a working knowledge of PSP.  I used PSPX2

Note:  Abbreviations used in all my tutorials
Elements = El  Copy/Paste = C/P  Duplicate = Dup  Paper = P  Template = Temp

C/P Frame 1 - Resize 85%
Select you Magic Wand - tap inside frame
Selections - Modify - Expand 9
C/P P3 - Resize 70% 
Adjust - Blur - Blur
Adjust - Add/Remove Noise - Gaussian 22 
Selections - Invert - Delete
Selections - Select None
Move down

Elements - Please reference my example for placement
C/P El 05 - Resize 60% - Dup
On Dup - Adjust - Add Noise - Gaussian 28
Drop Shadow - Settings:  4-4-40-25 Black
C/P El 13 - Dup - Mirror
C/P El 15
C/P El 08 - Resize 50% - Dup - Merge Down
C/P El 07 - Image - Free Rotate - Left 90 - Resize 60%        
Dup - Bring behind flowers
Select your Eraser - Default settings Except Change your Size to 7
Erase parts of the top ribbon so it looks like its weaving around the flowers
Add Drop Shadow to Elements, except El 05 and El 15
Settings 2/2/40/2 Black

C/P Word Art - Resize 60% - Image - Free Rotate Left  8
Add a Drop Shadow  I used Setting 2/2/100/o and picked a color from my tag
Then change settings to -2/0/100/0  same color

C/P your Tube - Resize is needed
Dup - Adjust - Add Noise - Gaussian 28
Drop Shadow - Settings:  4-4-40-25 Black

Select paper of choice for your mask
I used paper 04
Edit - Copy paper
New Raster Layer
Move to Bottom
Selections - Select All   Edit - Paste into selection
Layers - Load Mask - Load from Disk - select your mask 
or Open a mask and Minimize it to your work space
Layers - New Mask Layer - From Image then find your mask - OK
Layers - Merge - Merge Group
Selections - Select None

Layers -Merge - Merge Visible
Crop - Resize - Sharpen if preferred

Now add your Artist Copyright and your License info. and Name
