Adjust:  Add/Remove Noise - Add Noise - Gaussian Blur 8
Plug-in - Penta.com Color/dots
Settings:  Value  31  Distance  2 - Color R  255 - Color G  255 - Color B  255
Select tube place over Temp07, postion - resize how you want it
Selections - Invert - Delete
Change properties to Overlay - Decrease Opacity - 75%
Selections - Select  None

C/P Neon Clock - Resize 35%
C/P New Year Hat - Resize 45%
C/P Champaign bottles - Resize 60%
C/P Party Streamers - Resize 50% x 2 - Dup x 6

Word Art 2013 - Selections - Select all - Float - Defloat
New Raster Layer    Change your top color of your Gradient to another color
I used the Pink from the champagne glasses
Flood fill WA with new gradient
Effects - 3D - Inner Bevel
Settings:  Bevel 2  Width 5 - Smoothness 3 - Depth 2 - Ambience 0 - Shininess 12
Angle 315 - Intensity 48 - Elevation 29 - Color White
Selections - Select None
Word Art Happy New Year
Do the same as above except this time I just used the pink
Repeat the same Inner Bevel Settings as above

Effects - 3D - Drop Shadow
I used settings  2/2/40/4 Black

Select paper of choice for your mask
I used paper 11
Edit - Copy paper
New Raster Layer
Move to Bottom
Selections - Select All   Edit - Paste into selection
Layers - Load Mask - Load from Disk - select your mask
or Open a mask and Minimize it to your work space
Layers - New Mask Layer - From Image then find your mask - OK
Layers - Merge - Merge Group
Selections - Select None

Layers - Merge - Merge Visible
Crop - Resize - Sharpen if preferred

Now add your Artist Copyright and your License info. and Name
