This tutorial assumes you have a working knowledge of PSP.  I used PSPX2

Note:  Abbreviations used in all my tutorials
Elements = El  Copy/Paste = C/P  Duplicate = Dup  Paper = P  Template = Temp

Tube:  Razor Candi by the incredible Barbara Jensen

Plug-in:  Penta.com - color/dot

New Raster Layer 700 X 700
C/P as New Layer - Resize 80%
Select Magic Wand in side Frame
Selections - Modify - Expand - 4
C/P  P 08 As New Layer
C/P your Tube - Resize if needed - position where you want it
Duplicate tube then Close Eye on Duplicate
Back to Original Tube Layer - Selection - Invert - Delete
Paper layer - Delete  Selections - Select None
Bring both to bottom
Select paper
Plug-in- Penta.com - Color/Dot
Settings:  53/2/255/255/255
Open up Top Tube - Erase bottom excess

Elements - Please reference my example for placement
C/P  El 90  -  Resize 50%
C/P  El 96  -  Resize 75%
C/P  El 58  -  Resize 85%
C/P  El 100  -  Resize 25%  - Dup  Mirror - Dup  Flip
Dup  Mirror  Flip  Resize 15%
C/P  El 94 - Resize 20%  - Dup - Dup  Mirror  - Dup  Flip
C/P  El 27 -  Resize 20%  - Dup - Dup Flip  - Dup Mirror
C/P El 36 - Resize 20% -  Dup x 4  Space around
Free Rotate Middle El  left 30% and Bottom Right El  Right 30%
Erase some of the light strings to look like they are intertwining
(If you duplicate the lights they will  look brighter)

Add your shadows to everything but All The Lights and the Moon
I used  Effects - 3d - Drop Shadow  2/2/40/4 black

Select paper of choice for your mask, I used Paper 02    , Resize if needed
Selections - Select All   Edit - Paste into selection
I used Melissaz Creationz Mask P2
Layers - Load Mask - Load from Disk - select your mask - OK
or Open a mask and Minimize it to your work space
Layers - New Mask Layer - From Image then find your mask - OK
Layers - Merge - Merge Group
Selections - Select None

Layers - Merge - Merge Visible  Sharpen if preferred
Crop - Resize if needed

Now add your Artist Copyright and your License info. and Name
