This tutorial assumes you have a working knowledge of PSP. I used PSPX2

Elements = El Copy/Paste = C/P Duplicate = Dup Paper = P Template = Temp
New Image 700 X 700
Open Template MPM_May Madness_02
Delete Raster 01 and Raster 07
Temp 01 - Selections - Select all - Float - Defloat
C/P P 10 - Paste As New Layer - Selections - Invert - Delete
Selections - Select None
Temp 02 - Selections - Select all - Float - Defloat
C/P P 04 - Paste As New Layer - Selections - Invert - Delete
Selections - Select None
Temp 03 - Selections - Select all - Float - Defloat
C/P P 08 - Paste As New Layer - Selections - Invert - Delete
Selections - Select None
Temp 04 - Selections - Select all - Float - Defloat
New Raster layer
Select Flood Fill Tool
Fill with color/pattern/gradient or paper of choice I used a silver pattern
Temp 05 - Selections - Select all - Float - Defloat
C/P P 12 - Paste As New Layer - Selections - Invert - Delete
Selections - Select None
Temp 06 - Selections - Select all - Float - Defloat
C/P P 06 - Paste As New Layer - Selections - Invert - Delete
C/P Large tube - Resize is needed - Position - Delete
Change Blend mode to Luminance (L)
Reduce Opacity to 95
Elements - Please reference my example for placement
C/P El 21
C/P El 19 Resize 55%
C/P El 60 Resize 30% Free Rotate Left 45 Sharpen
C/P El 07 Dup
C/P El 03 Dup x 2 Flip 1 of them
Place the flip one in the middle of the 2 El 07's
C/P El 73 Resize 40%
C/P El 06 Dup Move left
Add a Drop Shadow to Everything
I used these Settings: 2/2/40/2/Black
C/P Tube Resize 80% if using same tube
Add a Drop Shadow same settings as above
Select paper of choice for your mask
I used paper 07
New Raster layer - Move to Bottom - Selections - Select All
C/P P Into Selection
Select Mask of choice
Layers - Load Mask - Load from Disk - select your mask
or Open up mask and Minimize it to your work space
Layers - New Mask Layer - From Image then find your mask - OK
Layers - Merge - Merge Group
Selections - Select None
Layers - Merge - Merge Visible
Crop - Resize - Sharpen if preferred
Now add your Artist Copyright and your License info. and Name
