This tutorial assumes you have a working knowledge of PSP.  I used PSPX2

Note:  Abbreviations used in all my tutorials

Elements = El  Copy/Paste = C/P  Duplicate = Dup  Paper = P  Template = Temp

Elements - Please reference my example for placement

New Image 700 X 700

C/P  El 02

C/P El 115 Resize 80%

C/P El 133  Resize 70%  Move down Select eraser and trim bottom

C/P El 114

C/P El 128  Resize 45%  Dup x 2  Mirror 1

Add a Drop Shadow to your Elements  

I used these Settings:  2/2/40/2/Black

C/P Tube  Resize  I resized this tube 40%

Add Drop Shadow  Repeat same settings x 4

Text Tool  

Select a Foreground color and Background color from tag

I used:  Foreground  #3439be  Background  #cf2222

Type out  Let Freedom Ring

Settings I used:  Font 404Error - Size 65 - Anti-alias Sharp - Stroke 2

Convert to Raster layer

Effects - Plugins Eye Candy 4000

Settings:  Select Color tab - select Fat

Select Basic Tab  Settings:  Glow Width 3.00  Soft Corners 0  Opacity 100

Add a Drop Shadow Settings:  3/3/70/0/Black

Select paper of choice for your mask

*I used a Red/White/Blue Gradient  

*same instructions except you flood fill with the gradient instead of c/p paper

New Raster layer - Move to Bottom - Selections - Select All

C/P  P  Into Selection

Select Mask of choice

Layers - Load Mask - Load from Disk - select your mask 

or Open up mask and Minimize it to your work space

Layers - New Mask Layer - From Image then find your mask - OK

Layers - Merge - Merge Group

Selections - Select None

Layers - Merge - Merge Visible  

Crop - Resize - Sharpen if preferred

Now add your Artist Copyright and your License info. and Name
