This tutorial assumes you have a working knowledge of PSP.  I used PSPX2

Please be creative and choose whatever you want to make it your own.

Elements = El  Copy/Paste = C/P  Duplicate = Dup  Paper = P  Template = Temp

Elements - Please reference my example for placement

New Image 700 X 700

New Raster layer

Select the Freehand Selection Tool 

Settings:  Point to Point   Mode - Add   Feather - 0  Smoothing - 11  Anti-alias - Checked

Draw out a Rectangle a outside the middle clear area

Select a color for the river.  I used  Background  #1f7dbd

Flood fill Rectangle with your color and move to bottom

Selections - Select None

C/P El 50  Resize 50%

C/P El 43  Flip  Dup x 3  Mirror 1 move bottom right

C/P El 92  Resize 40%

C/P El 78  Resize 20%

C/P El 23  Resize 80%

C/P El 18  Resize 40%

C/P El 71  Resize 30%

C/P El 55  Resize 25%  Decrease Opacity to 73

C/P El 64  Resize 40%

C/P El 58  Resize 30%

C/P El 52  Resize 70%

Add a Drop Shadow to your Elements  Except the Sun and the Sand

I used these Settings:  2/2/40/2/Black

C/P Tube  Resize 25% if your using the same tube

Add a drop shadow  

Settings:  Same as above Repeat x 1

Select paper of choice for your mask

I used paper 03

New Raster layer - Move to Bottom - Selections - Select All

C/P  P  Into Selection

Select Mask of choice

Layers - Load Mask - Load from Disk - select your mask 

or Open up mask and Minimize it to your work space

Layers - New Mask Layer - From Image then find your mask - OK

Layers - Merge - Merge Group

Selections - Select None

Layers - Merge - Merge Visible  

Crop - Resize - Sharpen if preferred

Now add your Artist Copyright and your License info. and Name
