Plug-ins:  Xero Porcelain and Eye Candy 4000 (both optional)

This tutorial assumes you have a working knowledge of PSP.  I used PSPX2
Please be creative and choose whatever you want to make it your own.

Note:  Abbreviations used in all my tutorials
Elements = El  Copy/Paste = C/P  Duplicate = Dup  Paper = P  Template = Temp

New Image 700 x 700

Select paper of choice for your mask
I used paper 01
New Raster layer - Move to Bottom - Selections - Select All
C/P  Paper Into Selection
Decrease Opacity to 70

Selections - Select None

C/P El 19  Resize 110% - Adjust - Sharpen - Sharpen More
Move up a bit
Effects - 3D - Drop shadow  Settings:  3/3/25/25/Black
Layers - Merge Down onto paper

Select Mask of choice
I used Mask 79
Layers - Load Mask - Load from Disk - select your mask
or Open up mask and Minimize it to your work space
Layers - New Mask Layer - From Image then find your mask - OK
Layers - Merge - Merge Group

Elements - Please reference my example for placement

Dup - Resize 90%  - Image - Free Rotate left 20 - Sharpen
Dup - Mirror - Resize 80%

Add a Drop Shadow to all the elements
Effects - 3D - Drop shadow  Settings:  2/2/40/4/Black

C/P WA01  Resize 60%
Effects - Plug-in Eye Candy 4000 - Gradient Glow
Settings:  Color - Fat   Basic - 3.00 /25/100 Draw only outside Checked
Effects - 3D - Drop shadow  Settings:  1/0/55/0/Black

C/P Tube
Effects - Plug-in Xero Porcelain
Settings - Default settings Except change the Blue to 0
Effects- 3D - Drop shadow  Settings:  3/3/40/5/Black

Layers - Merge - Merge Visible
Crop - Resize - Sharpen if preferred

Now add your Artist Copyright and your License info. and Name
