This tutorial assumes you have a working knowledge of PSP.  I used PSPX2

Elements = El  Copy/Paste = C/P  Duplicate = Dup  Paper = P  Template = Temp

New file 700x700

Elements - Please reference my example for placement

C/P El 18  Resize 90%

C/P El 48  Resize 25% - Sharpen More

C/P El 26  Resize 60% - Dup - Resize 80%
Free rotate right 30 - Dup - Mirror

C/P El 35  Resize 25% - Dup x 2

C/P El 03  Resize 40% - Dup - Mirror

C/P El 01  Resize 20% - Dup x 4

C/P El 02  Resize 30%

C/P El 19  Resize 20%  - Dup - Resize 80% - Dup - Resize
Select the first butterfly - Free Rotate right 30 - Sharpen
Select the second butterfly - Free Rotate left 20 - Sharpen
Select the third butterfly - Free Rotate right 25 - Sharpen

C/P El 05  Resize 40%

C/P El 30  Resize 30%

Now add a Drop Shadow to your Elements
I used these Settings:   Effects - 3D - Drop Shadow  2/2/40/2

Select paper of choice for your mask
I used paper 05
New Raster layer - Move to Bottom - Selections - Select All
C/P  P  Into Selection
Select Mask of choice I used Vix Mask 362
Layers - Load Mask - Load from Disk - select your mask
or Open a mask and Minimize it to your work space
Layers - New Mask Layer - From Image then find your mask - OK
Layers - Merge - Merge Group
Selections - Select None

Layers - Merge - Merge Visible
Crop - Resize - Sharpen if preferred

Now add your Artist Copyright and your License info. and Name
