I used a tube by Kiwi FireStorm which you can find 
all of his tubes at The PSP Project
and on the other I used a tube by  Keith Garvey

This tutorial assumes you have a working knowledge of PSP.  I used PSPX2
Please be creative and choose whatever you want to make it your own.

Note:  Abbreviations used in all my tutorials
Elements = El  Copy/Paste = C/P  Duplicate = Dup  Paper = P  Template = Temp

New raster image 600 x 250
Flood fill with color from tube

C/P Tube  

Effects - Image Effects - Seamless Tiling  default settings
Adjust - Blur - Gaussian blur 20
Layers - Merge - Merge down

Effects - Plug-ins - Ecosse  Flutter
Default settings  150 - 70 - 0 - 0 - 150 - 70 - 0 - 0


              

C/P Tube - Resize if needed
Add a drop shadow - I used 3/3/50/2 black

C/P Element of choice  I used a shamrock - Dup x 4 and spread around
Add a drop shadow - I used 2/2/40/2 black

C/P Word Art or use your own
Add a drop shadow - I used 2/2/50/0 black

Copy bottom layer Raster 1 
New raster layer
Selections - Select all
Image - Paste into selection
Plug-in Gittes - Diamonds More 
Selections - Contract 5
Effects - 3D - Inner bevel  
Settings  Bevel 2 - Width 6 - Smooth. 35 - Depth 4 - Amb. 2 - Shini. 35
Angle 315 - Intensity 50 - Elevation 30 - Color white
Add a Drop Shadow 2/2/50/0 Black  Repeat change to -2/-2/50/0 Black

Add your Copyright Info and Name
Don't merge if you're going to make the Avatar

C/P the bottom layer of tag Raster 1
C/P Tube or element
Make the frame the same way as above except Contract by 4
Add copyright and name or initial
