This tutorial assumes you have a working knowledge of PSP.  I used PSPX2
Please be creative and choose whatever you want to make it your own.

Note:  Abbreviations used in all my tutorials
Elements = El  Copy/Paste = C/P  Duplicate = Dup  Paper = P  Template = Temp

Elements - Please reference my example for placement

New Raster layer 700x700

C/P El F1 - Resize 90%
Select Magic Wand inside frame
Selections - Modify - Expand 8
C/P P5 - Resize 90%
Selections - Invert - Delete - Move to bottom
C/P Large tube - Resize 90%
Erase excess tube
Add drop shadow to tube and frame
Settings I used  2/2/40/0 Black

C/P El 04 - Resize 70% - Free Rotate Left 25
C/P El  12 - Resize 40%
C/P El  11 - Resize 40%
C/P El 03 - Resize 40% - Sharpen More
C/P El  01 - Resize  40%

C/P WA1 - Resize 60%
Adjust - Manual Color Correction
To achieve the color you want - with your mouse
Right click on the Source color 
Then Left click on your Target color

      

Effects - 3D - Inner Bevel
Settings: Bevel 2 Width 5 Smooth. 3 Depth 2 Amb. 0 Shini.12
Angle 315 Intensity 50 Elev. 30  Color White

Add a Drop Shadow to all your Elements and the WA
I used settings 2/2/40/2 Black

Select paper of choice for your mask
I used paper 05
Edit - Copy paper
New Raster Layer
Move to Bottom
Layers - Load Mask - Load from Disk - select your mask 
or Open a mask and Minimize it to your work space
Layers - New Mask Layer - From Image then find your mask - OK
Layers - Merge - Merge Group

Layers - Merge - Merge Visible  
Crop - Resize - Sharpen if preferred

Now add your Artist Copyright and your License info. and Name
