This tutorial assumes you have a working knowledge of PSP.  I used PSPX2
Please be creative and choose whatever you want to make it your own.

Note:  Abbreviations used in all my tutorials
Elements = El  Copy/Paste = C/P  Duplicate = Dup  Paper = P  Template = Temp
Elements - Please reference my example for placement

Select paper of choice for your mask
I used paper 12
C/P  P as New Layer
Move to Bottom
Layers - Load Mask - Load from Disk - select your mask 
I used mask WSL 148
or Open a mask and Minimize it to your work space
Layers - New Mask Layer - From Image then find your mask - OK
Layers - Merge - Merge Group

C/P  Emo Heart  Resize 65%
Selections - Select all - Float - Defloat  
C/P Tube   Resize 45%  - Mirror - Selections - Invert - Delete
Change Blend Mode to Luminance (L)  Selections - Select None
Layers - Merge down
C/P  Bow with Heart Button  Resize 30%  -  Free Rotate Left 40
C/P  Heart String  Resize 80% - Dup - Mirror
C/P  Candy String - Dup and move to right
Erase or use Free Hand Selection Tool to clear excess
C/P  3D Heart  Resize 60% 
C/P  Tube  Resize 60%
C/P  Heart Pop Ring  Resize 30%  Free Rotate left 90
C/P  Lipstick  Resize 35%
C/P  Kitty Lollipop  Resize 40%  - Free Rotate  right 20
C/P  Emo Kitty  Resize 30%

Now add a Drop Shadow to your Elements  
I used these Settings:   Effects - 3D - Drop Shadow 2/2/40/2 Black

Layers - Merge - Merge Visible  
Crop - Resize - Sharpen if preferred

Now add your Artist Copyright and your License info. and Name
