This tutorial assumes you have a working knowledge of PSP.  I used PSPX2

Note:  Abbreviations used in all my tutorials
Elements = El  Copy/Paste = C/P  Duplicate = Dup  Paper = P  Template = Temp

Elements - Please reference my example for placement

New raster layer  700x700

C/P El 36 - Resize 85%
C/P El 17 - Resize 65%
Select your Magic Wand - Right click inside each frame
Selections - Modify - Expand 13
C/P P7 - Resize 50% - Selection - Invert - Delete
Bring to bottom - Selections - Select None
C/P El 23 - Resize 40% - Dup - Mirror
C/P El 39 - Resize 75%
C/P El 30 - Resize 55%
C/P El 37 - Dup - Mirror
C/P Tube - Resize 
C/P El 22 - Resize 70%
C/P El 50 - Resize 30%
C/P El 39 - Resize 30% - Dup - Resize 95% - Mirror

Now add a Drop Shadow to your Elements  
I used these Settings:   Effects - 3D - Drop Shadow  2/2/40/2 Black

Select paper of choice for your mask
Edit - Copy paper
I used Paper 09
New Raster Layer
Move to Bottom
Selections - Select All   Edit - Paste into selection
Layers - Load Mask - Load from Disk - select your mask 
or Open a mask and Minimize it to your work space
Layers - New Mask Layer - From Image then find your mask - OK
Layers - Merge - Merge Group
Selections - Select None

Note - I used size 22 font after resizing my tag
Word art -  love  I used font Boomerang Italic 
Settings:  Size 22 - Bold - Stroke 1 - Color #fbdaef
Type the word love spacing unevenly on one line, Enter
Type the same but not the same spacing
(Example:  love space space space love space space love) 
Convert to Raster Layer - Dup - Move down

Layers - Merge - Merge Visible  
Crop - Resize - Sharpen if preferred
Note - I used Adjust - Brightness/Contrast - Clarify 1  for this tutorial

Now add your Artist Copyright and your License info. and Name
