This tutorial assumes you have a working knowledge of PSP. I used PSPX2 but I'm sure any one would work. Please be creative and use whatever you choose to use to make it your own. Any resemblance to this tutorial is purely coincidental and unintentional.

Lets get started...
New image 700 x 700
Element (El) 31 move to the right
Grab your Magic Wand - shift - select inside all the spaces
Selections - Modify - Expand 6
New Raster layer - move to bottom
Flood fill with a gradient. I used colors Foreground 6e1d8 Background bf6eb
Gradient setting Radial - Angle: 0 Repeats: 3
Effects - Textures - Blinds settings 2/50/white 50% Check light from left top
Select none
Magic Wand - click inside the frame you want to put a pic in
Selections - Modify - Expand 3
Copy/Paste (C/P) tube where you want it inside frame(resize if needed) - Invert - Delete
Continue this in each frame you want pics in
Merge - Merge down the picture tubes together to make one pic
Change layer properties to Multiply - Change opacity to 55%
El 21 C/P Resize 45% move down and left
El 24 C/P Resize 35% move down - duplicate resize 90% move to left
El 23 C/P Resize 55% move down and left
El 25 C/P Resize 90% - Flip - move down behind cupcake in front of teapot and boxes
El 33 C/P Resize 80% move up an Left
El 19 C/P Resize 60% move down, left behind ribbon - Duplicate Resize 85% Mirror

Adjust - Sharpen More each diamond
El 22 C/P resize 60% x 3 Duplicate 7 times and just place where you want them
EL17 C/P Resize 50% x 3 Duplicate x 2 Place on left side of frame

Add your shadow effects, use your own or mine
2/2/40/4 black
C/P paste your tube. Resize if needed. I resized mine 55%.
Move to where you want it.
Duplicate - Adjust - Add noise - uniform 28%
Effects - 3D - 3/3/40/9
If you want you can take your eraser and erase parts of your ribbon so it looks like
its weaving in and out of some of the elements
Layers - Merge Visible
Now add your mask I used Paper 10
Layers - Load Mask - Load - Merge Group
Resize your tag if needed
Add your Artist Copyright and your license
and your Name
